Crime and Justice Research Solicitation

Funding amounts for this year's NIJ Crime and Justice Research solicitation have doubled—up to $4 million may be available. We also extended the time for applicants to write proposals—90 days. We're looking for innovative, precedent-setting ideas in what we call our "open" solicitation for social and behavioral research and evaluation on criminal and juvenile justice policy and practice. As always, the questions your research answers should have clear implications for criminal justice policy and practice.

Field-Initiated Research and Evaluation Program

The purpose of the OJJDP FY 2007 Field-Initiated Research and Evaluation Program is to support new and ongoing rigorous, scientific research and evaluation studies that inform the discipline of juvenile justice, including the prevention, intervention, and treatment of juvenile delinquency and child victimization. This includes research and evaluation projects targeted at gaining knowledge regarding these issues within specific populations, such as tribal youth.

2007 HIV/AIDS Prevention and Intervention Services for Girls at Risk for Juvenile Delinquency

The Program Support Center (PSC) has a requirement for the Office of Womens Health (OWH) to implement new programs that provide prevention/intervention education on a community level to girls that are putting themselves at greater risk for gang involvement and STD/HIV infection. DHHS/OWH defines girls as persons who are aged 9-16 years. The program shall be specifically designed to serve female youth at risk for juvenile delinquency and STD/HIV infection.

Prevention and Intervention of HIV/AIDS Related Services for Survivors of Domestic Violence

The Program Support Center has a requirement for the Office on Womens Health (OWH) to develop and implement programs addressing the risks of contracting HIV/AIDS, especially among female survivors of domestic violence. Contractors responding to the request for quotation shall have experience and knowledge about the domestic violence community and HIV/AIDS and shall submit evidence of their work with domestic violence groups.

Behavioral and Social Science Research on Understanding and Reducing Health Disparities (R01 & R21)

As a follow-up to the October 2006 conference sponsored by the NIH Office of Behavioral and Social Sciences Research (OBSSR), Understanding and Reducing Disparities in Health: Behavioral and Social Sciences Research Contributions, two funding announcements have been released. The purpose of these funding announcements is to encourage behavioral and social science research on the causes and solutions to health and disabilities disparities in the U. S. population. Health disparities between, on the one hand, racial/ethnic populations, lower socioeconomic classes, and rural residents and, on the other hand, the overall U.S. population are major public health concerns. Emphasis is placed on research in and among three broad areas of action: 1) Public policy, 2) health care, and 3) disease/disability prevention. Particular attention is given to reducing “health gaps” among groups. Proposals that utilize an interdisciplinary approach, investigate multiple levels of analysis, incorporate a life-course perspective, and/or employ innovative methods such as system science or community-based participatory research are particularly encouraged.

The assigned announcement numbers are PAR-07-379 for the R01 mechanism and PAR-07-380 for the R21 mechanism. Links to the listings in the NIH Guide for Grants and Contracts are below.

Women Across the Lifespan Pilot Program; intergenerational approaches to HIV/AIDS prevention education

The purpose of the Intergenerational Approaches to HIV/AIDS Prevention Education with Women Across the Lifespan Pilot Program is to develop cross-generational HIV/AIDS prevention education approaches specific to women at risk for or living with HIV/ AIDS and other female members of the family 12+ years old, particularly African American, Native American/ American Indian, Hispanic/Latino, and Asian/Pacific Islander women from the Diaspora who are grandmothers, mothers, daughters, granddaughters, and aunts.

ETA Announces Grant Competition for YouthBuild

The Employment and Training Administration (ETA) has announced the availability of approximately $47 million in grant funds for YouthBuild programs. YouthBuild programs assist at-risk youth to obtain education and skill training and advance towards post-secondary education and career pathways in construction and other high growth, high demand occupations while building affordable housing in their communities. Grant funds awarded under this Solicitation for Grant Applications (SGA) should be used to provide disadvantaged youth with: the education and employment skills necessary to achieve economic self-sufficiency in occupations in high demand and postsecondary education and training opportunities; opportunities for meaningful work and service to their communities; and opportunities to develop employment and leadership skills and a commitment to community development among youth in low-income communities.

Prevention and Intervention AIDS-Related Services for Survivors of Domestic Violence

Through this program, counselors and shelter workers are trained to integrate the messages about the risks of contracting HIV/AIDS in the services they provide to survivors of domestic violence. The major aim of this program is to educate counselors about how they can incorporate HIV/AIDS prevention strategies, and provide HIV/AIDS-related services, in a manner that is sensitive to the unique social and emotional challenges of the survivors. This program should include teaching materials for both group and one-on-one settings.

Safe and Drug-Free Schools-Mentoring Programs

The Safe and Drug-Free Schools-Mentoring Programs grant provides assistance to promote mentoring programs for children with greatest need that: (1) assist these children in receiving support and guidance from a mentor; (2) improve the academic performance of the children; (3) improve interpersonal relationships between the children and their peers, teachers, other adults, and family members; (4) reduce the dropout rate of the children; and (5) reduce juvenile delinquency and involvement in gangs by the children.

To be eligible for funding, a project must address the academic and social needs of children with the greatest need through school-based mentoring programs and activities and provide these students with mentors. A school-based mentoring means mentoring activities that are closely coordinated with schools, including the involvement of teachers, counselors, and other school staff in the identification and referral of students, and that are focused on improved academic achievement, reduced student referrals for disciplinary reasons, increased bonding to school, and positive youth development. These programs and activities must serve children with the greatest need in one or more grades 4th through 8th living in rural areas, high-crime areas, or troubled home environments, or who attend schools with violence problems.

Under a competitive preference priority, five additional points will be added to a consortium of eligible applicants that includes either: a) at least one local education agency (LEA) and at least one faith-based or community organization (FBCO) that is not a school and that provides services to youth and families in the community; or b) at least one private school that qualifies as a nonprofit FBCO and at least one other FBCO that is not a school and that provides services to youth and families in the community.

at local, state, and national levels, and the impact of these activities on
population health. This research informs public health practice, advocacy,
and policy. There are fundamental questions yet to be addressed
in understanding the public health system; thus, RWJF is committed
to investing in PHSR in order to build the evidence base.

Take Action RFP

DOD CDMRP Breast Cancer Research Program Announcement

The Department of Defense FY06 Breast Cancer Research Program released additional Program Announcements (PA) on December 21, 2006, with receipt of proposals due on February 6 and 13, 2007. A summary of the announcements is provided below.
